The Latvian People´s Front
ANNOUNCEMENT
to all supporters of independence

From all corners of Latvia, we are receiving frightening information about the activities of the imperialist forces. In Moscow, the "Soyuz" group is openly planning to renew dictatorship, with or without the participation of Mikhail Gorbachev.


We do not need an atmosphere of fear and hysteria, but each and every one of us must think about what we will do if zero hour arrives, if the Soviet presidency or any other institution seeks to introduce new rules to oppress the efforts of nations to win their freedom. Our ability to engage in further organised activity will depend on the level of presidential rule that may be introduced:
- It may be brutal, suspending the operations of the state institutions and banning all public and political organisations except for the all-Soviet organisations such as the CPSU, the paramilitary DOSAAF organisation, etc.


In the former event, we will decide on what to do on the basis of the existing situation, and we will be able to inform our supporters through our own organisational structures. At this time, however, we must also have a sufficient understanding of what will be done in the worst case scenario - the introduction of a brutal presidential regime.


These are the jobs for everyone until the zero hour:
1. To prepare for a mass demonstration in Rīga.
2. To organise meetings of councils at all levels to express support for the Supreme Council of the Republic of Latvia, to pass resolutions promising to fulfil the laws of the Republic of Latvia, and to pass resolutions expressing attitudes toward the Union Treaty.
3. To oppose any attempt to waste the property of the Republic of Latvia and the establishment of Soviet stock companies on the foundations of the so-called all-Soviet companies in Latvia.
4. To join the Republic of Latvia's special volunteer guard units.
5. To propagandise the idea of Latvia's independence among non-Latvians, speaking to military officers and their family members and explaining the ideas which Russia's democrats and the LPF have in common.
6. To inform LPF co-ordinators without delay about any movements of the occupant military force.
7. To use the press to publish international legal norms which regulate the activities of an occupant military force in occupied territories.
8. To establish assistance funds at industrial enterprises.
9. To ensure 24-hour operations for Radio Latvia if the critical moment arrives.
10. To prepare the structures of the LPF and its divisions for the possibility of underground and illegal operations, preparing a method for communications, appointing people to take over the work of leaders if necessary, developing the activities of territorial groups on site, decentralising the finances of divisions, preparing forms with LPF symbols on which announcements can be printed, and decentralising the storage of copying equipment and paper.
11. To inform the democratic society of the world of all that happens, preparing a list of public and political activists and submitting this to international organisations so that the fate of such activists can be monitored.


Upon the introduction of presidential rule, we must launch a vast campaign of civil disobedience. In fact, such a campaign has already been begun in order to protect the young men of Latvia from violent drafting into the military forces of the Soviet Union. In pursuit of this:
1. No matter what orders the president issues, we must consistently follow only the laws of the Republic of Latvia and the decisions of its local governments. 2. We must refuse to respond to any summonses from the Soviet war commissariat and send documents of military service and refusals to serve in the armed forces of the USSR to the war commissar of the Latvian SSR. 3. We must refuse to collaborate with the occupant institutions of power or to give any information to them. 4. We must scorn and boycott any puppets put in place by the presidential rule and their supporters. 5. We must organise various kinds of strikes to break down the Soviet economic system, particularly making use of the absurdly strict labour regulations which, if actually implemented, will paralyse production. 6. We must ensure the ability of democratic organisations and their leaders to work unlawfully. 7. We must document and properly record all of the crimes that are committed by the occupants under conditions of presidential rule. 8. We must absolutely refuse to take part in any elections or referendums that are organised by the dictatorship so as to avoid making it more lawful. 9. We must make use of people who have been tested in the Supreme Council campaign to inform others, and we must involve local citizens' committees in the work. 10. We must involve those MPs of the Soviet Union who are loyal to the Republic of Latvia in our organisational work if during presidential rule their status of inviolability is preserved. 11. We must all take every opportunity to participate in the work of those public organisations that are not banned by the occupants - religious and cultural organisations, as well as labour unions, so as to disseminate the views of the LPF.


We address every supporter of the independence of the Republic of Latvia! As the crimes of the Communists against our beloved Fatherland continue, let us all understand that the first condition for our survival is that we stand together as one for Latvia!
